
Philip Beshara
Philip Beshara is an attorney at a leading, full-service international law firm and frequent writer and commentator on issues of law and policy. Based in Washington, DC, Philip counsels clients in the defense, national security
Philip has represented companies in the government contracting and national security space in federal and state district courts, federal appellate courts, and before federal and state administrative agencies. His litigation work includes bid protest, False Claims Act, and Contract Disputes Act matters for government contractors, as well as a variety of commercial contract and civil litigation disputes involving both corporations and individuals.
Philip has handled various government and internal investigation matters, including the successful resolution of government investigations into nationwide federal IT contracts and a Department of Treasury Office of Foreign Asset Control investigation related to international economic sanctions, as well as audits and investigations initiated by federal inspectors general such as the Special Inspector General for Afghanistan Reconstruction.
Phil frequently advises on cybersecurity and data rights issues, and provides transactional advice to buyers and sellers in corporate acquisitions on the regulatory implications and special considerations unique to the government contracting and national security industries.
Prior to joining private practice, Phil worked for a bipartisan group of policymakers at various levels of government. He advised Congressman Tim Ryan on defense and veterans’ affairs issues and assisted with the congressman’s work on the House Appropriations and Armed Services Committees. He also previously worked for the late US Senator George V. Voinovich and former Ohio Senate Majority Leader Jimmy Stewart.
Community Involvement
Phil is a Truman National Security Scholar, certified by the Truman National Security Institute’s congressional leadership development program on defense, foreign policy and national security issues. He is also an elected member of the American Task Force for Lebanon, an organization of Americans of Lebanese heritage working to ensure Lebanon’s security and prosperity through strengthened US-Lebanon relations.
Phil currently serves as a board member on the Georgetown Law Recent Alumni Advisory Council. During law school at Georgetown, he counseled and represented a leading national sentencing reform organization with their legislative outreach as part of the Federal Legislation & Administrative Law Clinic and served two years as a delegate in the Student Bar Association, taking a leading role in developing Georgetown’s Day of Service.
